Because of our ongoing infrastructure upgrades and grid modernization work, Delmarva Power customers in Delaware experienced a 28 percent decrease in outages over the past 10 years.
As part of our ongoing electric rate case filed with the Delaware Public Service Commission (PSC), we filed a petition to implement interim electric delivery rates while the case is under review to support investments already made in the local energy grid.
Rather than implementing the full amount allowed, we are moving forward with a reduced interim rate to help limit near-term bill impacts for customers. This approach is expected to provide approximately $11 million in residential customer relief during the interim period.
For a typical residential customer, this means an estimated increase of about $3 per month.
How Interim Rates Work
When we request to update electric delivery rates, Delaware law allows us to implement temporary, or interim, rates while the Public Service Commission reviews the request, which can take longer than one year. These interim rates help ensure we can continue making critical investments to maintain a safe, reliable, and resilient energy grid for our customers.
One way to think about interim rates is as a placeholder while a final decision is still being made — similar to making a partial payment while the final total is reviewed and confirmed. Once regulators complete their review, any differences are reconciled. It’s also important to know that interim rates are temporary and subject to refund, depending on the Commission’s final decision in the rate case.
These rates reflect investments already made to maintain a safe, reliable grid and replace aging infrastructure. As a result of these efforts, Delaware customers have experienced a 28 percent reduction in outages over the past decade, and the system has performed more reliably during major weather events, including recent winter storms. Additionally, a stronger, more resilient grid also plays a critical role in supporting economic development, helping attract new businesses, enabling job growth, and ensuring the region has a reliable energy infrastructure needed to compete and grow.
And while these investments support the safe delivery of electricity, most recent increases in customer bills are being driven by supply costs – set through regional energy markets and outside of our control – not delivery charges.
